周西眉律师于2025年10月20日至23日在香港参加了2025年香港仲裁周，本次香港仲裁周恰逢香港国际仲裁中心成立四十周年，本次会议的主题是“40 years of Innovation & Excellence, Celebrating the past , Embracing the present , Shaping the future of international arbitration.” 最具有吸引力的是10月22日在香港四季酒店举行的“亚洲替代性争议解决大会”（ADR in Asia Conference）。来自世界各大洲共40多个法域的的超过1000名包括律师等法律界人士参加了“亚洲替代性争议解决大会”。
2025年香港仲裁周。以香港本土的头部律所如德辅大律师事务所、天博大律师事务所、履德大律师事务所为主办方组织了众多行业的国际仲裁活动，吸引了包括中国内地在内的众多国际律师参与。以下是周律师每天加的论坛议程：

一、 香港早期的仲裁发展历史及今天香港仲裁的现状

二、 本次香港仲裁周有关国际仲裁的热点问题
陈美兰法官在“亚洲替代性争议解决大会”在主旨演讲中谈到香港法院如何维护仲裁的公正性与廉洁性，如何保障仲裁的效率及终局性。中国最高人民法院的法官也针对中国《仲裁法》修订中，中国法院加强司法支持国际仲裁作了专题演讲。
在笔者参加仲裁活动中，最引人注目的是“贸易战和其他地缘政治挑战下的国际仲裁”。
当今世界并不太平，俄乌战争下西方国家对俄罗斯不断的实施的多起制裁让贸易变得复杂起来，特别是在国际仲裁领域。中美贸易战、关税战让中美两国人民都深受其害。新兴的科技如AI的发展让国际仲裁变得更加复杂更加不确定性。国际仲裁的仲裁员仍以英美律师等占主导地位。随着中国企业走出去的越来越多，投资仲裁的案件数量最近几年一直在上升，优其是中国企业在非洲、南美洲的投资屡遭东道国政府的征收、征用而提起的投资仲裁。
三、 香港将在不久的将来跃居首位成为国际仲裁中心
俄乌战争仍在继续，以美国为首的西方国家对俄罗斯实施了多轮制裁，并将俄罗斯踢出SWIFT系统，这对国际仲裁的可执行性构成挑战。战争爆发前，美国的公司与俄罗斯公司的纠纷选择在伦敦仲裁、巴黎仲裁，仲裁机构可以是国际商会ICC等。而今天，俄罗斯国内立法对国际仲裁做出限制，特别要求俄罗斯公司避开选择英国法、美国法，避免去伦敦、巴黎仲裁。在此背景下，香港国际仲裁中心成为俄罗斯公司的首选。最近几年越来越多的俄罗斯律师倾向于将仲裁地选择在香港，这对香港在不久的将来跃居首位成为国际仲裁中心在案件数量上提供了坚实的基础。
